Investigation: Sheriff’s Office Documents Contradict Marion County Clerk’s Response to Surveillance Camera Records Request

Julia Pierce | July 25, 2026

On April 28, 2026, I wrote a publication entitled, “Several Citizens Allege that Several Marion County, Georgia Road Employees are Stealing Time,” in which I evidenced that Heather, Wright, the clerk of Marion County Board of Commissioners’ office, indicated that there are no surveillance cameras, when I requested surveillance to prove either that road department employees did or didn’t arrive at work to clock themselves in or out. I also proved that there were multiple cameras that would have secured surveillance of those road employees entering the gate entrance to clock in, which are evidenced by images that I took with my own camera in that publication.

In my previous publication from July 24, 2026, entitled, “County Attorney Wayne Jernigan Steps In After Georgia Attorney General Complaint Over Marion County Sheriff’s Office Open Records Response,” I indicated that I performed an Open Records Request through the Marion County Sheriff’s Office, which required a complaint to the Attorney General’s office in order to obtain the required documentation that indicated there are in fact working cameras. This response was required by the County Attorney at the prompting by the Attorney General’s office, in which the letter provided by Linda Smith, the open records clerk at Marion County Sheriff’s Office, indicated, once compelled, that there are 15 cameras and they are all operable.

Therefore, it does appear that Heather Wright, the county manager’s clerk, not only told me there were no surveillance cameras ONCE, but when I graciously gave her another opportunity to do the right thing and told her that I knew there were cameras, she told me that there weren’t any cameras a second time. I have no other choice to now believe that she lied to me, willfully and with intent to defraud.

O.C.G.A. § 16-8-3(a) and (b)(1),(2), and (3) for theft by deception indicates that “A person commits the offense of theft by deception when he obtains property by any deceitful means or artful practice with the intention of depriving the owner of the property. A person deceives if he intentionally creates or confirms another’s impression of an existing fact or past event which is false and which the accused knows or believes to be false, fails to correct a false impression of an existing fact or past event which he has previously created or confirmed, [or] prevents another from acquiring information pertinent to the disposition of the property involved.

These surveillance cameras are in publicly viewable places, paid for by the taxpayers of Marion County; therefore, it is plausible and reasonable to believe that Heather Wright intended to defraud me of information regarding property that I, as a taxpayer, own and she intentionally created an impression of an existing fact that is false, which I believe was a willful attempt to prevent me from acquiring information that is pertinent to the disposition of the property involved.

I asked the question in a previous publication, written on May 8, 2026, entitle, “Has Connie Harris, the Marion County Manager, Fabricated and Falsified Board of Commissioners Meeting Minutes and Have Her Clerks Been Helping Her? Part 1, I indicated many things that were on the commissioners’ meeting minutes that were produced by Heather Wright, that included many instances such as duplication, forgery, and legislative approvals by commissioners that were not present at the meeting and I questioned if the county manager and her clerks were defrauding the public by producing fraudulent documents.

So, the ultimate question for why Heather Wright would tell me that there were no cameras, when it has been confirmed by both the county attorney and now the Marion County Sheriff’s Office that there are in fact 15 surveillance cameras is “Why?”

Questions that Need Answers

Did Heather Wright say there were no cameras because she didn’t want me to have a copy of video that would prove the road employees were guilty of the allegations that they were clocking each other in and out and stealing time?

Did Heather Wright believe that there were no cameras?

Did someone instruct Heather Wright to tell me that there were no cameras?

What other reasons do you believe Heather Wright would have told me that there were no cameras, when it is obvious that there are?

What are your thoughts?
