Transparency Begins at Home: Isaiah Hugley’s Incomplete Campaign Disclosures Contrast with Campaign Manager, Lucas Melton’s Accountability Message

Julia Pierce | July 10, 2026

In an article entitled, “Local Advocate Raises Alarms Over Voter Suppression Tactics,” written by Janelle Williams on July 2, 2024, Lucas Melton, the campaign manager for Isaiah Hugley and Political Operative through Mazii Action, Melton addressed his concerns with voter suppression, election transparency and accountability.

Janelle wrote,

Melton emphasized the critical role of transparency in electoral processes, demanding that election officials adhere strictly to legal requirements regarding polling location changes. He underscored the importance of public awareness and community vigilance in safeguarding voting rights.

In response to these challenges, Melton proposed concrete actions. He called for voter suppression training sessions to empower local communities in identifying and addressing issues affecting their voting rights. Additionally, he urged community organizations to mobilize efforts aimed at holding elected officials accountable and ensuring electoral transparency.

Melton is quoted as having stated,

There are forces in this city who want to take the voice from the people, which is a violation of our inalienable rights as Americans.”

I have to agree with Mr. Melton on this point and would like to test to see if his views are consistent.

How will I do this?

I will be sharing the multitude of campaign ethics violations that are listed – or not listed – on Isaiah Hugley’s campaign disclosures from January through February of 2026. The anomalies include but are not exhaustive the following:

  • Listing names that are fictional (i.e., Janet CB, John and Bobbi H with no address, no contribution selected, and no employer/occupation)
  • Listing addresses that do not belong to the donor
  • Listing “Unavailable” for Employers, Addresses, and Occupations
  • Taking money from business owners who have expired businesses
  • Not marking donations as either in-kind or cash
  • Receiving in-kind donations and making for two facilities for office space (one of which is his own business)

I submitted a complaint to the Georgia Ethics Commission on March 25, 2026, shown below, with evidence that took me several months to verify. Keep in mind Theresa or Trip Tomlinson are responsible for filing Isaiah’s campaign disclosures. Why was Lucas getting paid as Isaiah’s campaign manager, if Teresa or Trip Tomlinson were filing his campaign financial documents? And is it a conflict of interest that they were also contributing to his campaign? But I digress.

So, since Mr. Melton believes in the “critical role of transparency in electoral processes,” and “he urged community organizations to mobilize efforts aimed at holding elected officials accountable and ensuring electoral transparency,” he should have no problem with the effort I have aimed at holding Isaiah Hugley – and he as his campaign manager – accountable to electoral transparency.

So, let’s uncover the litany of anomalies that I have found in his campaign contributions and expenses just for January of 2026. I will have to list February’s in another publication. Please be warned, there are 47 pages of his January disclosures and I will be listing them two at a time.

Disclaimer: None of these documents were redacted as available publicly from the Muscogee County Elections and Registration website, nor the Muscogee County Tax Assessor’s database; therefore, I have left them in their organic format. I have additionally left them in their organic format so that the anomalies I have seen with names and addressed, you will also be able to see for yourself.

The data for this publication is sourced directly from public county records, is intended strictly for educational analysis, and that individual accuracy or removal requests should be directed to the Muscogee County Tax Assessor and or the Muscogee County Elections and Registrations Office.

I do not approve of and I am not responsible for any trespassing, harassment, stalking, or any other criminal activity against any individual on any of these documents.

January 2026 Anomalies

I have placed all of this information into an excel spreadsheet that is easily readable. If you would like to review any of the documents that I gathered my research from, feel free to do so here. There are the following types of documents in this link below:

  • PDF file of organic disclosures
  • PDF files of disclosures with my notes of anomalies
  • An excel spreadsheet with tabs of the different types of anomalies I analyzed and documented
  • A folder of screenshots I took listed in folders named by donor or expenditure in my analysis and reporting

Otherwise, I have taken screenshots of some of those anomalies for this disclosure and publication and listed them for your review in case you are unable to read my handwriting or don’t understand my note on the disclosure.

Please be advised, some of these anomalies, such as unlicensed businesses may have been resolved as they did have until April of this year to renew their licenses, and if you find that has changed, please reach out to me and I will change it.

Questions that need answers:

  • Why is Theresa Tomlinson, former mayor of Columbus, or her husband Trip Tomlinson listed as Isaiah Hugley’s Committee Chairperson?
  • Who filled out this report?
  • Why are so many pages crossed through and renumbered?
  • If these are true donors, why was their information not correct and complete pursuant to the requirements of
  • Why are so many addresses incorrect?
  • Why are so many businesses unlicensed?
  • Why is Carolyn Hugley giving the building that she and Isaiah own together as an in-kind office donation for his campaign?
  • Why did Isaiah Hugley need a warehouse and an office for his campaign?
  • Why did he use a political operative as his campaign manager?
  • Why did he not list the real names of his donors or the full names of his donors?
  • Why did he not list their businesses if they were self-employed?
  • Why did he say some of them were retired when they weren’t?
  • Why did he use crowdfunding for his campaign?
  • Why are there so many anomalies?

What do you see? What questions do you have?

Stay tuned for the disclosure exposure for Isaiah’s February 2026 donors and expenses.
