For those of you who remember reading the previous post, The Harris Heist of Marion County, Georgia Elections, I indicated that the Commissioners had no knowledge of the approval that was made to make Tiffany Harris the Elections Supervisor or Deputy Registrar. I indicated that it appeared that there may have been a conspiracy between Connie Harris, the county manager of Marion, and Tiffany Harris, to shoe Tiffany into the seat as the Elections Supervisor. I indicated that Sandra Brown gave her resignation because the commissioners refused to give her a raise.
In an open record request I made, I requested the pay that Tiffany Harris received as a Deputy Registrar and as an Election Supervisor and what I found is shocking to say the least.

I believe it also gives even more substantiation to the claim that there was an agenda at work to put Tiffany over our elections and pay that was negotiated behind the scenes outside of the commissioners’ view. I’ll answer this better towards the end of this publication.
Sandra Brown, the previous Election Supervisor asked for a raise of $20,000 which would have been $29,000 per year. It was indicated that the only pay she was offered was $15,022.32. We still have no indication as to who approved any of those offers or rejected any of those requests, but what I do know is that Tiffany Harris was brought in as the Election Supervisor at a whopping $16,276.00. That’s about $1250 more than what Sandra was told she would make if she stayed. So why were they unwilling to pay Sandra anymore, but paid Tiffany more when she had no experience or no success as an Election Supervisor?

Tiffany WAS paid $12.00 per hour as a Deputy Registrar, which IS what Sandra was told that she would make if she stayed.

Therefore, Tiffany Harris was making $41,236 for two separate positions in 2024.
In an open records request for meeting minutes for 2026, as of February 10, 2026, I found that Commissioner Royal made a motion to approve Tiffany Harris “as our election Supervisor and Deputy Register [sic] for an annual increase to be $48,000 in election years and $43,000 in non election years.”

I will say that the way this is written, I originally inferred this to mean that they were approving her “as the election Supervisor and Deputy Registrar,” but that doesn’t make much sense for them to only just then approve her and also approve an increase in her pay if they knew she wasn’t already approved as the election supervisor and deputy registrar. So let’s address what does make sense, yes?
What’s interesting about this approval for the increase in Tiffany’s pay, is when I took the pay stub for Tiffany Harris that was provided to me from my Open Records Request, the pay she was already receiving was calculated as $48,000 per year as of April 23, 2026.

How could they have increased her salary to $48,000 in February if she was already making it as of January? So was she getting paid this already and it was only in February that the Commissioners approved it? Did they not know that she was already getting paid for this? Did they not know that they were approving de facto (after the fact) legislation, which is illegal?
From May 31, 2024, when she received her first paycheck, to April 23, 2026, Tiffany Harris’ salary for Election Supervisor went from $16,276.00 to $48,000. That is an increase of $31,724.00 in just 2 years. But that’s not all folks.
As a Deputy Registrar, Tiffany is also making $27,040 per year. That increased from $24,960 when she received her first paycheck on May 16, 2024, which is an increase of $2,080.

That means for the two positions Tiffany Harris is working, she is making $75,040 per year. That went from $41,236 when she first started to draw pay for both positions which is an increase of $33,804.
Now, here comes another interesting tidbit of information. When I asked for clarification as to why Tiffany had a larger YTD amount on her paycheck as an Election Supervisor and asked how she made more money before she was an Election Supervisor, I was told that Tiffany had previously worked in the water and sanitation departments as a temporary assistant, but what we weren’t told is during what dates she worked those times, so we can assume it was January 2024 through May 2024. We were also told that Tiffany assisted in December of 2023 and January of 2024 before Tiffany was “appointed/hired/selected/elected/shoed-in” under Connie Harris’ management.

With all the evidence we have thus far, I believe that we have and are continuing to build a narrative of probability that this was a conspiracy involving Connie and Tiffany. But the question is, why would this matter and what would the motive be?
In a government, two of the main individuals are the manager and the Election Supervisor. If in this case, the county manager is stealing money, committing criminal violations, defrauding the citizens of their trust, money, transparency, etc., then she needs to make sure that the people voted into office are those who will either be negligent, passive, or corrupt, and who better to make sure that happens than someone the county manager can trust to put those people in and/or keep them?
This is why I have been exposing the things that Connie and Tiffany have been doing that breach public trust, violate the law, and avoid transparency, all while now refusing to answer any open records requests without including the county attorney, Wayne Jernigan, on their responses to me.
But also, why does Tiffany need to work two jobs where she reports to herself, when not only would this free up money to pay another citizen, but it would also relieve herself of the criminal violation for sitting in two county positions where she reports to herself?
O.C.G.A. 45-2-2 states, “No person shall hold, in any manner whatever, or be commissioned to hold more than one county office at one time, except by special enactment of the General Assembly; nor shall any commissioned officer be deputy for any other commissioned officer, except by such special enactment.“
This indicates that not only is she commissioned as an Election Supervisor, but she is deputy for another commissioned officer which is herself. I am also certain that she is also sitting on her own board of Elections. That in itself presents conflict and causes question as to why Connie would need to put her in the Election Supervisor and Deputy Registrar positions, unless it was to make sure that their conspiracy stayed tightly and that their infractions and violations stayed hidden?
The last few questions I will ask, and leave you to answer, is why if these things have been exposed – I have kept Commissioner Shane Grier informed and he has indicated that he has been speaking with Commissioner George Neal – did the commissioners approve Tiffany for an increase in pay, and why did they not simply relieve her of her position and replace her with someone more worthy? Do they not know that these things being done are causing them to commit crimes against us as well, because they are the ones that hired, approved, and have refused to fire them after being made aware of the state of affairs of our county thus far?
At this time, I cannot say that any of these commissioners are doing anything willfully, intentionally, or maliciously. I do maintain that they are not keeping track of the things they are approving and they are not being informed as to what they are approving and why and they have not been informed of the legal consequences of some of these things that they are doing. Unfortunately, ignorance or negligence is not a defense for these crimes taking place in their office.
Therefore, my hope and prayer for the commissioners is that they will be more vigilant as to what is going on in the county, that they will find a county manager – I have put in my resume and cover letter for the position though it was submitted past the time frame – that is willing to put the financial state back the way it is, make sure that the commissioners are informed accurately, and that any of Connie’s appointments, recommendations, and hires would be scrutinized. I don’t trust any of them, and I don’t believe any of you should either.
