Is Connie Harris Impersonating an Officer and Illegally Drawing a Paycheck as Marion County, Georgia’s Manager?

On April 6, 2026, I performed an open records request for Connie Harris’ (1) Surety Bond, (2) Loyalty Oath, and (3) Oath of Office. Later that afternoon, Heather Wright responded “We will provide the (1) surety bond for Marion County Manager Connie Harris on April 8, 2026. We are not required to have (2) oaths of office for Marion County Manager Connie Harris or (3) Loyalty oath for Marion County Manager, Connie Harris.” I infer this to mean that she does not have either oath.

Georgia law requires that every public officer (which any county elect or employee is) is required to sign a loyalty oath AND an oath of office. These documents ensure that the officer indicates that they will serve the citizens of their respective government faithfully and truthfully, and according to the constitution. If an officer does not sign these oaths, then according to Georgia law, they cannot receive a paycheck and must immediately be removed from the payroll. In essence, they are illegally sitting as an officer and are impersonating an officer.

The laws are as follows:

O.C.G.A. § 45-3-14 states, “If any person required by Code Sections 45-3-11 through 45-3-13, this Code section, and Code Section 45-3-15 to execute a loyalty oath fails to sign said oath, then the governing authority under whom such person is employed shall cause such person’s name to be taken from the payroll and such person shall not be permitted to receive any payment from the state.

Additionally, O.C.G.A § 45-3-11 states, “All persons who are employed by and are on the payroll of the state and are the recipients of wages, per diem, or salary of the state or its departments and agencies, with the exception of pages employed by the General Assembly, and all counties and cities, school districts, and local educational systems throughout the entire state, are required to take an [loyalty] oath that they will support the Constitution of the United States and the Constitution of Georgia.”

Also, O.C.G.A. § 45-3-1 states, “Every public officer shall: (1) Take the oath of office; (2) Take any oath prescribed by the Constitution of Georgia; (3) Swear that he or she is not the holder of any unaccounted for public money due this state or any political subdivision or authority thereof; (4) Swear that he or she is not the holder of any office of trust under the government of the United States, any other state, or any foreign state which he or she is by the laws of the State of Georgia prohibited from holding; (5) Swear that he or she is otherwise qualified to hold said office according to the Constitution and laws of Georgia;

(6) Swear that he or she will support the Constitution of the United States and of this state…”

This indicates that Connie Harris may be impersonating an officer (which is a crime) and it appears she may have illegally received approximately $141,750 in the approximate two years and three months she has been employed as a county manager, pursuant to the Georgia law. Connie makes $63,000 per year according to an open records request that I performed on April 2, 2026 and received this morning.

Additionally, the fact that she has a surety bond to cover any indiscretions or fines for her misuse of the county taxpayers’ money is not covered because she has not signed those oaths. This means that she is individually responsible if any lawsuit comes her way for any breach of her fiduciary duty to manage the county’s money. It also means that the taxpayers are not responsible to recompense the county’s coffers if it is found that she has breached her fiduciary duty.

Due to this reason, I have asked for Connie’s immediate termination. This is a right to work state and no reason is needed, and in the case that she may choose for some reason to file an EEOC complaint for discrimination, there is a chain of behavior that refutes any potential discrimination claim she believes she could make. Why should we be paying her for three additional months, and allow her to receive more of our money illegally?

I am also calling for her to be charged with impersonating an officer and that she be required to pay the citizens back for every dollar she illegally took as pay as a county manager. Please contact your commissioners and stand in agreement with me.

And for those who may want to go and manufacture those oaths for Connie, please be reminded that to do so is fraud and I will be reporting anyone who assists in this process.
